You can run and hide for 30 years?

An 87 year old woman shot and killed a 13 year old 30 years ago was found recently in Miami. She owed an upscale waterfront apartment complex with a pool. Four friends jumped into the pool and the lady stood on her balcony and told them to leave. The boy was shot while running away from the pool. How did she hide for 15 years in Miami? It's amazing to me how these things can happen. I do realize though that our law enforcements are a busy bunch of people. But how did she survive? Wasn't her social security number listed somewhere that would let them know her where abouts? Or is this the way they do things? Let killers run lose and people that do drugs and sell them are behind bars.... Now I don't think that the drug dealers/doers should be free either. But I do wonder about our system.
